Background

SLDP is a Syrian non-governmental organization with specific expertise in international law issues arising from the Syrian context.

SLDP has two units. The International Law Support Unit (ILSU), with a mandate of equipping Syrian NGOs, including victims’ and women-led organizations, with self-sufficient capacity in international law to conduct their efforts and accomplish their mission in fighting impunity, including in creative ways. The Human Rights and Business Unit (HRBU), with a mandate to create initiatives and increase the ability of stakeholders, including SNGOs, state actors and INGOs, to influence and use alternative forms of accountability against perpetrators of corporate-related human rights abuses in the Syrian conflict.

The HRBU is planning a new project in North West Syria where we seek the expertise of a seasoned humanitarian expert with deep knowledge and experience in North West Syria’s humanitarian landscape and the type of projects and activities delivered in this area. The expert will provide an overview of the context, the main sectors supported by development and humanitarian projects, the main NGOs/INGOs implementing and funding these projects, and the size of such funding per sector.

Objective

SLDP needs the services of a development and humanitarian expert to develop the HRBU team’s understanding of the main areas of risks presented by implementing development and humanitarian projects that might be infringing the human rights of communities in NW Syria. Their expertise will help the HRBU team to develop a new context-specific tool that helps INGOs/NGOs to identify the main challenges hindering the implementation of the ‘Do No Harm’ principle in NW Syria.

Scope of Work

The Development and Humanitarian Expert will undertake the following tasks:

  • Help HRBU in understanding the humanitarian situation in NW Syria, as well as the human rights risks posed by development and humanitarian activities
  • Support the team in mapping available reports, resources, tools, and documentations relevant to development and humanitarian activities and their adverse impacts on human rights in NW Syria
  • Support HRBU’s access to humanitarian actors in NW through their networks
  • Participate in relevant meetings with partners when needed
  • Advise on the applicability of the tool and review the final output.

Deliverables

  • Desk review presented in pre-agreed format
  • Explanatory document/documents to facilitate understanding the identified project cycles
  • Other documents needed to build clear idea about the nature of projects implemented in NW Syria

Location

The expert will work remotely. SLDP point of contact will be the HRBU Senior Researcher.

Qualifications and Experience

  • Advanced degree in International Development, Humanitarian assistance, or other related qualifications
  • At least 7 years of experience in working in the development and/or humanitarian and sector in NW Syria
  • Excellent understanding of how projects are developed, approved, planned, and executed in NW Syria
  • Native Arabic speaker
  • Experience in procurement processes and procedures is highly desirable

Project timeframe

The workload is equivalent to 20 – 40 working days between 15 August 2024 – 30 Jan 2025

  • Ensure documents related to grants and service agreements are archived on SLDP Google Drive.
  • Assist in other administrative tasks as needed.

Human Resources:

  • Assist in managing employee attendance and holiday tracking according to SLDP policies and timesheets.
  • Maintain and update employee records, ensuring data accuracy and confidentiality.
  • Ensure all HR documentation complies with SLDP policies and legal requirements.
  • Help organize training and development initiatives for SLDP staff, aligning with organizational goals.
  • Perform other HR-related administrative tasks as needed.

Contract Term: Part-time 12 Months Fixed Term,  Subject to be renewal

Work Location: Remote. The position will be working from home.

The ideal candidate should have the following competencies:

Qualifications:

  • Minimum Level 2 Diploma in Business Administration, HR, or other relevant areas.

Experience:

  • At least 2 years of experience in HR or Administration Support.
  • Experience in the third sector/NGO is desirable.

Professional Certification:

  • Professional certificates in HR, Bookkeeping, or Administration are highly desirable.

  • Support Senior Officers, Heads of Units, and Operations staff in delivering synchronized outputs and outcomes.
  • Maintain organized records of project activities and documents.
  • Assist in preparing SLDP project proposals and donor reports.
  • Coordinate with project partners as needed.

Monitoring and Evaluation:

  • Assist in monitoring and evaluating project activities according to the SLDP M&E strategy.
  • Keep records to report on project successes and learnings.

Communication and Outreach:

  • Capture programmatic progress, successes, and case studies for communication purposes.

Administrative Support:

  • Assist in preparing budgeting projections, activity plans, and periodic reports.
  • Provide general administrative support as needed.
  • Develop and maintain internal communication tools (e.g., Google Drive).
