Terms of Reference for Part-Time Communications officer (April – September 2026)

Background

SLDP is a Syrian non-governmental organisation with specific expertise in international law issues arising from the Syrian context.

SLDP has two units. The International Law Support Unit (ILSU), with a mandate of equipping Syrian NGOs, including victims’ and women-led organisations, with self-sufficient capacity in international law to conduct their efforts and accomplish their mission in fighting impunity, including in creative ways. The Human Rights and Business Unit (HRBU), with a mandate to create initiatives and increase the ability of stakeholders, including SNGOs, state actors and INGOs, to influence and use alternative forms of accountability against perpetrators of corporate- related human rights abuses in the Syrian conflict.

Following the development of a communications strategy, SLDP seeks to engage a Part-Time Communications Officer to support the implementation phase, particularly in managing and producing ongoing digital communications content.

Objective:

The objective of this assignment is to support and implement SLDP’s communications strategy by ensuring consistent, high-quality communication and visibility across its social media platforms and website. This includes not only promoting SLDP’s activities, but also facilitating knowledge sharing, raising awareness of key thematic issues, and fostering an engaged and informed community. The role will contribute to strengthening the organization’s visibility and brand presence, while ensuring messaging is strategic, coherent, and tailored to target audiences in both Arabic and English. Through the effective execution of communications plans, the assignment will support audience engagement, thought leadership, and the broader impact of SLDP’s work.

Tasks:

The Communications Officer is expected to:

Strategic communications and planning

  • Collaborate with the Programme Development Officer and relevant team members to identify communication priorities, key messages, and audience engagement
  • Maintain and implement a content calendar aligned with SLDP’s communications objectives and programmatic timelines.
  • Monitor performance and provide quarterly analytics reports, generating insights to inform and refine the communications strategy.
  • Manage SLDP’s social media accounts on an ongoing basis, , ensuring consistency in tone, messaging, and branding.
  • Ensure all content is produced and published in both Arabic and English.

Content creation and knowledge sharing

  • Develop and produce engaging bilingual content that supports SLDP’s thought leadership, knowledge sharing, and public visibility, including:
    • Social media posts and stories
    • Blog posts and website features
    • Infographics and other visual content
  • Lead the coordination, editing, and dissemination of communications outputs produced by SLDP staff (e.g., articles, op-eds, insights).
  • Translate complex ideas and programmatic work into accessible, audience-friendly

Digital and community engagement

  • Manage SLDP’s social media platforms, ensuring regular posting and consistent
  • Ensure all content is tailored to SLDP’s different audiences outlined in the communications

Website content updates

Update SLDP’s website, particularly the spotlight section, to highlight key work, insights, and thematic issues in Arabic and English.

Quality assurance

  • Ensure all communications are:
    • Accurate and aligned with SLDP’s mission, vision, and communications objectives
    • Professionally written and clear
    • Culturally appropriate in both Arabic and English
    • Engaging, and audience-focused
  • Support the role out of SLDP’s style guide and visual guidelines

Deliverables

(Deliverables may be refined in coordination with the Programme Development Officer)

  • Regular bilingual social media posting (minimum 1 per week)
  • Regular bilingual website content updates
  • Delivery of minimum 6 high-quality bilingual communication outputs by September 2026

While these are minimum deliverables, the consultant is encouraged to produce additional content or engagement activities that support SLDP’s communications objectives, maximise visibility, and respond to emerging opportunities.

End Date: September 2026

Level of effort: Part-time (to be defined in financial proposal)

Consultant profile

  • Location: Remote
  • Previous experience working in human rights, legal, or NGO contexts, preferably related to Syria

Profile requirements:

  • Proven experience in communications, social media management, or digital content creation
  • Experience working with NGOs, human rights, or legal organisations is preferred
  • Fluency in Arabic is mandatory (native or near-native level required)
  • Strong proficiency in English is required
  • Demonstrated ability to produce high-quality content in both Arabic and English
  • Experience with content design tools (e.g., Canva or similar)
  • Ability to work independently and meet deadlines
