Terms of Reference for Communications Consultant

Background

SLDP is a Syrian non-governmental organization with specific expertise in international law issues arising from the Syrian context.

SLDP has two units. The International Law Support Unit (ILSU), with a mandate of equipping Syrian NGOs, including victims’ and women-led organizations, with self-sufficient capacity in international law to conduct their efforts and accomplish their mission in fighting impunity, including in creative ways. The Human Rights and Business Unit (HRBU), with a mandate to create initiatives and increase the ability of stakeholders, including SNGOs, state actors and INGOs, to influence and use alternative forms of accountability against perpetrators of corporate- related human rights abuses in the Syrian conflict.

SLDP seeks to engage a Communications Consultant to develop a comprehensive communications strategy that will provide SLDP with a clear and structured framework to plan, produce, and manage communications content effectively.

Objective:

The consultant will develop and submit a comprehensive communications strategy for SLDP by March 2026. The strategy will guide SLDP in strengthening its communications structure, tools, and processes, enabling the organization to improve the visibility of its work and better engage with its audiences.

Task:

The consultant is expected to:

  • Conduct an assessment of SLDP’s current communication practices, tools, and
  • Develop a communications strategy that includes:
    • Core messaging frameworks for SLDP and its two units
    • Recommendations for effective digital presence, including social media and website positioning
    • Suggested tools and processes for content planning and internal coordination
    • A monitoring and evaluation component to track progress on communication objectives
    • An action plan built on the communication strategy, detailing concrete steps, timelines, responsible roles, and required resources to operationalize and execute the strategy effectively
  • Present the draft strategy to SLDP for review and incorporate
  • Submit a finalized, approved communications strategy no later than 31 March 2026.

All consultations, discussions, and presentations will be held online and/or in person, as feasible.

The consultant will coordinate directly with SLDP’s Programme Coordinator.

Project timeframe:

The assignment will take place between 1 January and 31 March 2026.

The consultant should indicate the estimated number of hours required to complete the deliverable in their financial offer.

Consultant Profile:

  • Location: remotely
  • Demonstrated expertise in communications, with a focus on strategic planning
  • Previous experience working in human rights, legal, or NGO contexts, preferably related to Syria

Requirements:
